Černohorská, Sabina ; Vejchodská, Eliška (advisor) ; Špecián, Petr (referee)
Land is the most valuable natural resource, it is a natural part of the national wealth of every country and it is necessary to protect it not only for the present, but especially for the future. One of the major problems that the soil is currently facing is the increase in built-up areas. In my diploma thesis I try to show how agricultural land protection works in the Czech Republic in practice, with emphasis on the soil in I. and II. protection class. The thesis is divided into theoretical and practical part. The theoretical part deals with the grounding of agricultural soil protection in legislation and theory and presents examples of good practices of soil protection abroad. In the practical part, the thesis`s topic and defined issues are verified in practice. A qualitative method is used for that, in particular an in-depth analysis of semi- structured interviews with participants from the public sector. Key words: land preservation, land protective instruments, land take, agricultural land resources, public interest
Public Interest Activities of Older Adults
Čepelka, Oldřich ; Vidovičová, Lucie (advisor) ; Dohnalová, Marie (referee) ; Koval, Štefan (referee)
Public interest activities of older adults The thesis focuses on the activities of older adults of the third age, especially on activities whose direct impacts go beyond the boundaries of family and personal interests and bring public benefit, i.e. benefit to municipalities, communities of interest or the whole society. How could society naturally use the potential represented by their knowledge, experience and skills? The thesis pursued three objectives: to theoretically and empirically investigate ordinary and public interest activities of the elderly as a contemporary social phenomenon, to identify motives, external factors and barriers to the realization of activities, and to propose an individual index of active old age. A concept of personal coping strategies of older adults was introduced and the so-called ideal, pure type of offensive, proactive strategy was proposed. The gerontological theories of activity, disengagement, and continuity, supported by several universal psychological theories, were discussed and interpretively linked to the issue of needs. Concepts such as public interest or activity, their classification, and operational definitions of diverse determinants and factors that influence the activities and attitudes of older adults were clarified. The empirical part of the work had an...
Comparison of the organization systems of state monuments care in the Czech Republic, Poland and Slovakia
Morawiec, Miroslav ; Háva, Petr (advisor) ; Novotný, Vilém (referee)
The Czech Republic is a country of a great number of historical sights. To protect them, the system of state preservation care has been established, the part of which are the Czech Ministry of culture, the Regional Councils' and Municipalities' with extended scope of authority Branches of Historical Sights Care and the National Historical Sights Institute. Nevertheless, the problem is that despite existing extensive system of state historical sights care there are cases of protection failure and progressive devastation and extinction of many cultural sights. The similar failures occur in Poland and Slovakia as well. The objective of this diploma thesis is to find out whether the present system of the sights care in the Czech Republic and comparable systems in the neighbouring countries - Poland and Slovakia secure the sufficient care of the cultural heritage, or if there are alternatives in organization of this area of the state administration. Subsequently, according to the available information it will be considered which of the systems of the state sights care seems to be the most suitable and effective for the defined role and at the same time the potential risks that can be caused by the particular systems will be identified. The following methods are used in my diploma thesis: Comparing -...
Contracts under public law
Háleková, Ivana ; Vedral, Josef (advisor) ; Rajchl, Jiří (referee)
in English The main topics of my thesis are public law contracts. Public law contracts can be defined as bilateral or multilateral legal operations, which establish, change or repeal rights or duties in the area of public law. I tried to give a complete point of view on them, including their history, the actual legal regulation and I also tried to present the single types of public law contracts. Public law contract is one of the forms of public service. It is an institute, which was already commented by legal theorists in the period of Austria-Hungary and also in the beginning of 20th century. The importance of this institute was shaded during the Second World War and during the period of communism. The democracy and then the general legal regulation in form of the normative act No. 500/2004 called the Rules of Administrative Procedure give the institute importance again. Public law contracts can be considered as instruments, which help to involve private entities in the sphere of public services. The thesis is divided into chapters, but it is possible to say, it is divided into two big parts. The first one concerns the definition of the public service in general, because I suppose it is necessary to understand the whole system for determining the public law contracts issues. It also concerns the...
Fulfilment of the public interest in monument preservation in the Czech republic
Krejzek, Igor ; Frič, Pavol (advisor) ; Jelínková, Marie (referee)
My thesis is concerned with current problems involving fulfilment of the public interest in monument preservation in the Czech Republic. Firstly, the term "public interest" and its conceptual relationship in terms of the monument preservation is explored in the theoretical part of the thesis. Secondly, the current systems of monument preservation in the Czech Republic including the genesis of decision-making processes of municipal authorities under the current law are briefly described. This is followed by an explanation of the connection between the generally proclaimed, yet critically unexplored postulate of "two-track monument preservation". Despite clearly defined policies and competencies, the existing monument preservation decision-making systems and processes seems to be characterized by considerable confusion, and thus seem to bring about some process-based ambiguities and conflicts. The thesis not only aims to identify and analyse these ambiguities and conflicts but also strives to provide a conclusion that proposes some meaningful solutions. The benefits of the thesis for the Public and Social Policy field purposes lies in the identification and uncovering yet unexplored contextual pertinence in decision making activities within qualification works in monument preservation, as well as...
